Europe Urges Restraint After 22 Killed in Madagascar Protests

The Indian Ocean island nation is grappling with its most serious political crisis in years, after demonstrations erupted on Sept. 25 over persistent power outages and water shortages. The rallies continued this week, despite President Andry Rajoelina bowing to the protesters’ demands and firing the government on Monday.
