Kosovo’s Top Court Sets Rules to Break Parliamentary Deadlock

Kosovo’s top court clarified rules on how to elect the parliamentary speaker, aiming to break a months-long political deadlock that’s prevented a cabinet from being formed and blocked the distribution of state funds.

The Constitutional Court said in a Friday ruling that lawmakers can vote only three times on a single candidate when choosing the speaker. It also gave them a 30-day deadline to do so.
