DOJ Charges Chinese National With Targeting Expats in U.S.

A Chinese national was charged in New York with acting as an unregistered foreign agent, after prosecutors said he aided China’s “Operation Fox Hunt” campaign to pressure emigres living legally in the U.S. to return to China and face charges.

Sun Hoi Ying, 53, acted at the direction of China’s government to collect information on 12 people in the U.S., federal prosecutors in New York said Wednesday in a statement. He allegedly worked with private investigators and a co-conspirator who was a local law enforcement officer. Prosecutors said Sun had returned to China, but was operating in the U.S. as recently as February.
